WITH reference to your telegram No. 160 of the 27th ultimo respecting the Chinchow-Tsitsihar Railway, I have the honour to repeat to you the following telegram which I have to-day received from the acting consul-general at Mukden :---
"On the 2nd October a preliminary agreement for the construction and financing of the line was concluded between the Viceroy of Manchuria and the representative of the American financial group. The latter was informed by the Viceroy yesterday evening of the issue of an edict granting the Imperial sanction to the agreement in question.'
